I want to upgrade kafka broker to 3.1.0 from 2.2.1 directly. Can It be done without upgrading to intermediate versions?

regarding upgrades I personally always found the instructions in the official documentation extremely helpful and never had any issues.
As long as you are at Kafka >= 2.1 and have not overwritten log.message.format.version it should work without intermediate version.
