Is it mandatory to grant db_owner role to the database user in debezium SQL Server source connector?

No, in my environment we did not grant db_owner to the SQL Server user for our Debezium connectors. We have only granted db_datareader, and additionally VIEW CHANGE TRACKING on select tables (which I don’t think is relevant here since Change Tracking != Change Data Capture, we just happen to be using both for different use cases).
